North Star Infrastructure, a partnership between Kiewit and the Tłįcho Government, along with the Government of Northwest Territories, is proud to announce that we have been awarded the Canadian Council for Public-Private Partnership’s 2024 Gold Award for P3 Service Delivery for the Tłįcho All-Season Road project.
This 96km all-season gravel highway replaces the existing ice road, connecting the First Nation Tłı̨chǫ community of Whatì to the Northwest Territories’ all-weather Highway 3, approximately 170km northwest of Yellowknife.
Since the commencement of P3 Service Delivery nearly three years ago, the Tłįcho All-Season Road has maintained zero availability or compliance failures. This project not only supports the infrastructure goals of the Government of the Northwest Territories but also significantly enhances the quality of life for Tłı̨chǫ citizens. The project promotes economic growth while preserving local values, with all operations and maintenance labour performed by Indigenous personnel.
North Star Infrastructure is honoured to receive this award. On behalf of Kiewit, our partners the Tłįcho Government, and the Government of Northwest Territories, we extend our gratitude to the Canadian Council for Public-Private Partnerships for this recognition.
“We are immensely proud to have partnered with the Tłı̨chǫ Government to successfully deliver the Tłı̨chǫ All-Season Road project. This transformational project, now in its Service Delivery phase, marks a significant advancement in infrastructure for the Northwest Territories, enhancing both the quality of life and economic opportunities for the Tłı̨chǫ community.”- Sam Chai, President of Kiewit Canada Development Corp.
“We are incredibly proud to receive the Gold Award in P3 Service Delivery for the Tłı̨chǫ All-Season Road project. This achievement celebrates the teamwork and shared vision that went into creating a critical, year-round connection for the Tłı̨chǫ region. The road’s success is due not only to its innovative and resilient design but also the powerful partnership with the Tłı̨chǫ Government and North Star Infrastructure. This award is a testament to the dedication of everyone involved, from ground-breaking to operations, including the commitment to Indigenous-led maintenance which exemplifies the lasting benefits of this project.” – Sam Shannon, GWNT Infrastructure, Assistant Deputy Minister, Regional Operations
